Low set

It kinda depends on HOW he lost his stack. Was it because he got it in horrible with a sub-hand or did he just play well and got beaten by better ?
People usually don't tilt after losing just 1 stack so I would say that that "read" is ... unsecure

That said, I would have raised bigger OTF (15bb) and be happy to get it in vs a 55bb stack. Sure he can have a str8 but that is a bit unlikely (KsTx should be the only combos) . TT+ with a spade is more likely, also AKs, AsQx, KsQx. Sure some hands crush us, but we also crush many of them. I believe we are ahead of his range.

I would have also raise bigger OTF and would have been happy to get in . NL2 they do strange things .

Against a 1/2 stacker this is a stack off all day. Plenty of draws, overpairs, 2pr here to certainly get it AI on the flop. I do like sizing up the CR though, 15 to 18bb range should be good. Being that he is a 1/2 stacked, your size is probably fine but for 100bb+ stacks, sizing up will make it easier to get stacks in when the situations present themselves.

Villain plays with short stack. I would assume he stacks off with any overpair, 2pair, maybe TPTK and some draws. I would just get the stacks in and not worry about that too much. If you think a recreational player with short stack at NL2 will go broke here only with JJ,QQ you are putting him on a too tight range.

His 3bet sizing on the flop seems weird and suspicious, but I can’t fold a set against a short stack ether or you have good reads on him.

I have seen this 3bet size on NL5 a lot of times preflop. Someone bets 2.5bb (0.12) and villian 3bets to 0.19. What can this 3bet size mean? Is villian superstrong here or has a speculative hand?

It means he is an idiot and doesn't have a clue what he is doing.
It can be anything, I've seen big pairs, small pairs, speculative hands but not often complete air.
