His story didn't add up for me. Thoughts?

I would fold. First reason is that river raises are just almost always the nuts and overfolding ridiculously much is probably the best play. You can filter for the situations where you call a river raise with 2pairs or better and I bet you are still losing a lot. Second reason is that you still have better hands to call with (77,88,QQ,78s,AA) so you wouldn't be folding the best hands you have. Third reason is that you have Kh which blocks some of villain's missed flush draws that could turn into a bluff.

You are right that villain's play doesn't make that much sense but in my experience it just means he slowplayed a strong hand.

Villain will have a set here very often
He can extract most value on average while calling you down and try to make you call his river raise...

How would you have played against a flop or turn raise?

I think getting raised on flop would suck here. Turn not so much imo.
