My concern is that I played it too passively, but the board was strange.

I think you played it fine an argument could be made for raising the flop I guess but I think calling is also ok.I don't think you can do anything other than what you did on the turn or river though.
Everything is said lol. Either raise flop or play it just like this. I think I like a little more a small flop raise though.

Calling him down seems fine to me on a dry board like this.
It's tough to play a 9 or straight on the river like this and this way you keep his range wider.

I don't like calling the river here as villains range for donking should be some 9x then TJ QJ KJ hands.I don't really see what we beat on the river vs villains line.
