He is a loose passive player with 50/7/0 on 39 hands, min bets most of times. It's a good idea to lead bet here even thinking that he could have many made hands on this situation or i should think to check-call? The problem i see on check-calling is that i have only one way to win which is be hitting on one street and on this small pots i probably don't have the right odds to call.

And if i consider on lead bet what cards should i consider for second barrel just the 9 and J or another high card?

I would just play it safe and try to hit my draw than leading when he's most likely not folding. If you hit you will win most of the time a big pot I think.
