Raise bigger on the flop. Bet bigger on the turn and the river. Note that with a better betting pattern throughout this spot the river raise is way easier to negociate.

If the player is loose passive you can indeed raise flop more and try to get it in on the river with big bets. As played I would fold the river. I doubt he will shove less than 2 pair or he's crazy.

Indeed a good bet sizing plan makes all the difference OTR.
Despite that, I think I call if I bet OTR. Check OTR seems to be legit. Value is not big imo.
