is this fold too weak? I mean its mway

It depends on the villain, but it's tough to fold an over pair on a dry board like this.
Off course he can easy raise a Q on the flop.

I would call down as default. Though flop is totally fine to check also. Its really dry and we usually have somewhat tough time to get value for three bets. Plus hand wont need much of protection. For that reason I am more often cbetting with bit weaker pockets though.
