He is a loose passive player a bit more agressive on HU with 67/21/11 on 85 hands. I think i should play this hand differently, here i think i should call because my hand has some showdown value and there aren't many cards that scares me on the turn with he bets again in spite of don't mine to stack off here. But for raising i have to raise smaller to have a good stack to shove turn.

Min raise in position seems good enough with antes in game HU.
On the flop I would just call here to keep his range wider and his donk is a little bit weird as well and if you want to raise a 8bb raise in total is big enough. Otherwise you are committed, but even than I would call with the flush outs.

I start to open 2,5x when i see that they are defending a lot my min raises, so when they are fishes i start to open bigger with better hands especially when they are folding a lot postflop.
