Your line looks spewy for sure or you have crazy reads on him, but most of the time you will face a strong hand I think when he's committing himself on the turn and is folding I think better. Especially after his 3bet on the flop.

Pre I would probably just fold. Yea you can play a bit wider if the villain is recreational but then again I'm not sure if 64s is the best hand for that. I guess it is not horrible.
OTF you have so many outs that you can just call this profitably, and often when you can call profitably I don't see a reason to check raise. However, this probably isn't horrible either. BTW I wouldn't just assume he can't have AQ because he did cbet just half pot. That sizing is quite standard and at NL5 (especially when villain is a recreational) I wouldn't expect him to understand very much about bet sizes.
After you face a 3bet OTF (notice that you didn't 3bet, you raised, villain 3bets) I would probably fold. Flop 3bets very often are very strong. It looks like you don't get direct odds to call and since your draw is very low you have reverse implied odds.
OTT I dislike the raise. Makes no sense imo.

Turn is weird. If he had those nutted hands, why wouldn't he shove here? So I was thinkgin, that he could have some draws as well.

See my point above about NL5 recreationals not knowing anything about bet sizing. Maybe he doesn't shove because he wants to induce you to do so, who knows. If you ask why doesn't he shove with the nuts, you could also ask why does he bet so small with draws here in position. When his line doesn't make any sense I would prefer assuming he is strong instead of assuming he is weak. I think we make less mistakes that way.

No you are gonna play a really dominated hand OOP without the initiative it's useless and even when you hit it's gonna be hard to value so you don't even really have implied odds, but you do have all the reverse implied odds lol (good luck with a 6-high flush on the river when your opponent is raising shove IP for example).

Preflop - don't cold call. Either 3-bet as a bluff or fold.
Check-raise flop is fine but fold when he raises.
