no, i believe anyone can use the shop (but it sure helps if you understand german ;))
Yup, anyone can use the shop. Using google translator helps a lot as well if you don't read German.

it's only available from the german site, switch languages at the upper right

It is supposedly set somewhere for middle to end of May at the moment. I can't really say any specific dates though
