yes if population bluffs often enough in this spot, it is a call due to blockers, but i don't think players bluff often enough in such spot so i would fold.
Tough spot for sure, because he's calling 2 streets and he doesn't get the odds on the turn to call with a draw or it's a combo draw and that makes it for me less likely that he's bluffing and leading as bluff would be weird against someone he should know has often a top pair or better hand.

Is an option, but I would bet the flop for thin value and protection for sure against 2 players. If you would check the turn you need to call most rivers.
It's a weird bluff and I think I would call as well.
