i bet $0.30 turn and $1 on the river, which leaves some potential folding room (turn can also be checked again against more aggressive players).
the J completes many straights and it's possible that we should consider folding this 2p. our main hope when calling is that he jams a split, J8 or a bluff (unlikely).

I don't really see the point of betting so small OTT whereas we already checked OTF.
Also, we could have bet small OTF and checked back OTT rather but OOP I like it like that as well.
As played I hate huge bet/folding, it's clearly Tomaloc's thing and not mine so I wouldn't bet like that which is the worst.

we are playing against a fishy guy, they'll probably call a lot and not raise much. however, if someone has bluffs in this spot, it's this player type.

you wanna bet/call, bet smaller or check? in my line we have ~28 BB behind which gives about 23% pot odds, we are in no way pot commited against what should be a nutted range.
if i don't intend to bet/fold, i might well overbet jam myself instead of putting myself in a negative freeroll spot where we aren't getting raised by worse very often, but will still call anyway.

As played, the river is a fold. I know it seems nitty as hell because of the stack sizes, but I think we are beat here all of the time.

It's a weird spot. If you feel he is a calling station you can just barrel OTF and OTT. If you feel that he is likely to bluff, check/call OTF and OTT.
