4-bet 99?

Preflop:
folds to LJ who opens to 0.15, HJ folds, CO minraises to 0.3, Hero 4-bets to 1.00 with 9♣:9♥:, the LJ calls and the CO calls all in.

Flop: 4♦:4♠:4♣: ($2.93) 3 players
LJ checks, Hero bets 1.30, LJ calls

Turn: 4♥: ($5.53) 3 players
LJ checks, Hero checks

River: 3♥: ($5.53) 3 players
LJ bets 1.50, Hero folds

LJ shows 7♣:7♥:, CO shows K♥:K♠:

Got a few questions about this hand.
1) Should I 4-bet or call preflop? The initial raiser was somewhat active, and CO is so short I was just hoping the LJ would fold and I could get it in with CO.

2) Do I bet flop? Was hoping to fold some A high

3) Do I call the river? Apart from smaller pairs being turned into bluffs I feel like I lose to most of the hands the LJ is betting on the river.

Some advice would be appreciated :)

I dont mind 4bet pre against those min raises and try to put co all in, whose stack is basically 0 and looks fishy. If LJ is a somewhat decent player he will know you want to collect co stack and could 5bet. However I dont see this often at the micros.
Postflop this is a funny situation. I like the cbet OTF, you have a full and beat all the Ax, Kx stuff.
Turn you are now behind against any T or higher. River is a blank. Fold is ok.
Take a note on this guy, he bets that river with 77.

I think the 4b pre is fine although i also think flatting the min 3b is also fine as well at these stakes, OTF I think this is a standard cb looking to get value from your hand and also protecting yourself from any over cards, i personally don't really ever see Ax folding on this flop, OTR unless you have any info on that certain player i think this is always a clear fold..
