does anyone know whether this program (poker pro 2006) is legal to use on partypoker or not?
are there any general rules on what you may or may not use?

PokerPro gives you an advantage over the other players. This is against the Terms and Conditions of PartyPoker.
So i strictly recommend not to use this software.
You risk your bankroll if you use this or similar programs.
You don't need them. And in general these programs are crap anyway.

In general they are similar to PT. without showing so many stats. They try to analyse them instead for you.
First of all these programs count outs.
And tell you if you have pott odds to call.
Problem here is, that in general they don't discount your outs.
And they try to analyse betting sequences but most of the time they fail in doing that.
Most programs have problems analyzing the board structure.
You see, a lot of people buy their product because it gives you the illusion to become a good poker player without doing anything.
But that is nonsense ♦
You have to learn and practice. even if you would use this program in most cases it would hurt your game instead of improving it.
