$3 KO K7o vs a reg

A little bit weird that the hand history suggest that there is a UTG player that paided the BB and you as BB paaided the SB. I don't think the river sizing of him looks bluffy, because he bets big and if you call he risk a lot of chips with still a 3th stack in it that's almost dead.

Well some players may bluff big, others no. You can always consider if your opponent place value bet to extract more points from you with best hands or if he prefer to finish action without your further engagement. But great players may take advantage on this line of thinking and try to trap you. So, don't think too much about it. Instead try to polarize your line by playing indifferent regardless if opponent bluff or not.

Why didn't you place continuation bet on flop? Why didn't you try to check/raise on turn?

How possible that you as BB played preflop before UTG? If you was SB and villain was BB, than you could eventually just check with K7o instead of raising preflop. Would you check or raise with AA preflop? If check, than K7o is also good for checking preflop.

Not sure what happened, but I'm SB and UTG is BB. So do you call turn and fold river?

Once you raised preflop, you could consider bet on flop and check / re-raise on turn.

But basically I would check preflop and adjust accordingly to villain's reaction with keeping in mind that K7o is not strong enough to engage in current phase of tournament. Maybe check preflop, check flop, bet turn + fold if villain bets.

But in case if you got AK, you also could follow the same line with this board: check preflop, check flop, bet turn.

To win this hand you need to raise or re-raise anyway because you don't have showdown value.
