I don't know what potential it has, for me this hand is pure garbage. There is no right or wrong answer I guess, it's very player dependent, vs some players I guess will be Ok to limp or raise 100% of our range, if so yes you can limp, if not it's fold, this hand is in the very bottom for me.
Without antes, you could fold the bottom 5-10% (83o, 82o-32o 15 bb deep), but with the ante and especially with the skill edge, I believe it's +EV to VPIP 100% down to 9 bb or so unless Villain is aggro, which doesn't seem the case here.
How to split the VPIP range between limps and minraises depends a lot on the villain. 95o is so weak, though (neither suited nor connected enough), that I limp/fold it to a 2.5+ bb iso.
