It's weird for sure he's raising 6x and bet pot size on the flop, but it's always tough to fold a over pair without any reads on him. if he's normal raising smaller pre-flop this could be a sign of a monster, but even than it's tough to fold JJ right away.

I would shove or make hero fold preflop. Calling won't really change situation much.

well it does change. If I shove pre I have to flip or I am behind whereas If I call pre he might shut down his unimproved AK. We want to play small pots vs fish. I am pretty deep to shove pre too.

Ok those arguments are pretty questionable:

1: I want to play big pots versus fish as they are usually more likely to overplay stuff or do stupid bluffs.

2: You are facing 6bb(!) open raise so possibility to play small pot is out of window right away as I see it...

3: Are you really that deep versus his sizing? So risking 36bb to win 8.5bb ---> 4.25:1 roughly. If villain had used minraise same ratio would be achieved with 4.5bb * 4.25 = 19.1bb stack. Shoving 19bb versus minraise would sound pretty normal to me.

4: So you want him to shut down postflop with his roughly 25% equity holdings and continue only with 90% equity hands? While you are likely to stack off most of time when you flop overpair. Or might or might not make good decisions on flops with overcard. I would reconsider that way of thinking. Main reason to call in this sort of spot should be to keep villain range wider to allow them making more mistakes postflop. Plus it works other way around also. Maybe villain has smaller pocket and is ready to stack off pre but decides to give up on bad flop or it goes mostly checked.

5: If our range definition for him is JJ+, AK folding pre seems solid option. Usually these huge size openers tend to stack off most of the range they open with. So could be some 99, AJ, KQ if they had great idea to raise 6bb with those.
