Out of position for 16bb effective I would fold 98o out of position. I expect he has a tight range with only re-shove stacks behind him/her.

Preflop and flop are fine. In turn I would bet bigger like 90-100k to create nice shove stack depth for river.

In river its somewhat interesting spot whatever to check-fold or shove. But I would not assume that we have much showdown value but thing is that you tend to have somewhat of range advantage here. You are the one that can have 5x, 9T and lot of flushes. On other hand his nutty hands tend to limit into AA (not really nutty but probably wont fold), A5s (sometimes) and maybe some K high flushes sometimes. Way more often he has some pocket pair or Ax. But even two pairs are in somewhat of awkward spot versus river shove. You having 9c wont matter hugely but better than nothing.
