I think I cant play this one different besides not cbetting.

Flop Cbet is ricky indeed on a paired board, but it's also tough for him to hit a decent hand except a flush draw. Turn is his bet small and with 8 outs for a straight it's tough to fold here. Oof course the change you draw to the 2nd best hand is decent as well and is folding not bad I think. Especially with those shallow stacks.
