Villain is 43/30 after 24 hands. So pretty much unknown. But he is a full stack, I havent seen him limp so he is most likely at least somewhat solid.

Not sure how to play this hand. He called the 3B MP so his range will be quite tight. I don't expect him to have any 8x (perhaps only 88). I would give him this range: ATs+ KQs, AQo+, 99-QQ, and 2-3 combos of KK and AA each.
I think it is standard to bet flop and turn to get value from 99-JJ and FD's. I dont think I have valuebet OTR, only worse that could call me is KQs and that is only 2 combos.

I need 28% to make a call.

That's all assuming he is bluffing busted FD's which I am not sure people in low limit games are. Any advice on that?
Also he can have A8s and A4s (clubs) in his calling range which would make it even worse.

Check folding top pair on the river in 3BP after investing half of the stack seemed crazy to me though.
How would you play the hand guys?

Board is pretty dry. He could have a flush draw, but on a paired board he could be drawing dead and I'm more willing to make a thin value shove than give him the change to check back. I doubt he has often a full house here and you beat I think enough hands to make a shove profitable.

I think it is going to be a lot of PP (99-JJ, maybe QQ), A8s, K8s would probably raise flop/turn (probably OTT).
Qx, like QT, QJ, KQ may call a triple barrel if they don't block flushdraws, but any hand with a T or a J blocks your bluffs.
Turn probably size up a bit.
I think the overall tendency is check/check OTR. You have range advantage (QQ and overpairs), but he's forced to bluffcatch sometimes, so shoving OTR is probably + EV.
When you check and he shoves that's kind of surprising to me. He shouldn't be messing around calling 2 barrels in a 3bet pots with flushdraws and stuff that often.
SPR is quite low, so TPTK is for sure a call.
