Hi, i haved playing at PS for some time. A few time i saw situation like this or similar preflop:
Someone rise (open bet), next player rise shove -> next players can only call second rise.
When it is happen and why?

This can happen at any poker site. Lets say the 3bet shover (UTG+1) has only 4bb left and UTG (hero) is raising 2bb (3bb in total). UTG+1 is shoving and the BTN player called the shove. Hero needs to call only 1bb more. Than your raise was higher than his 3bet. Than Hero can only call. If the 3bet shover had a stack of 5bb or more you can 4bet.

Is that the rule in Texas holdem no limits poker? Or just in online games cash or tournament?
Yes, that is the rule.
If anyone raises equal or bigger amount than your bet/raise, then no matter how many people called after him, the action is opened to you and you can raise again.
But if somebody raises a lower amount and another opponent calls his raise before us, we are not allowed to raise again. Let's take some examples:

Player 1 raises to 60
Player 2 calls
We can re-raise to 90 or higher.

Player 1 goes all in for 59
Player 2 calls
We can only call the extra 29, because it would be "unfair" to Player 2. Well, it would not really be that unfair in this particular case, but that is just the rule...
That rule is in place because some times this happens:

Player 2 calls
It would be extremely unfair to Player 2 if we can raise again. Further than that, it would be extremely good for Player 1 since he will have better chances to triple up.
