a82d08ce (UTG): $11.60 (116 bb)
e31713b1 (MP): $7.77 (78 bb)
78779df5 (CO): $20.40 (204 bb)
Hero (BU): $13.55 (136 bb)
52255869 (SB): $12.08 (121 bb)
62aa244c (BB): $14.20 (142 bb)

Pre-Flop: ($0.15) Hero (Hero) is BTN with Q J
3 players fold, Hero (BU) raises to $0.30, 1 fold, 62aa244c (BB) calls $0.20

Flop: ($0.65) 9 7 4 (2 players)
62aa244c (BB) checks, Hero (BU) bets $0.40, 62aa244c (BB) raises to $1.15, Hero (BU) folds

C-bet on these flops?
Can I call a c/r and bet turn?

I always mistrust c/r on these boards as a set would not c/r here. it Seems like a pair or a gut shot or so which I may be able to move him off. I also think though that it may not be worth the effort but would like to get some thoughts if we can exploit c/r vs us on dry boards like this as I don't see it as a strong move from villain

I would most likely raise like 2,5x on BTN, but if the blinds are weak players a 3x raise is fine for sure. On flop I would only Cbet if he's folding a deent amount of Cbets. otherwise a check back with 2 over cards is a decent option as well. After the check/raise I would fold as well against most villains.
