It's a call OTR with T9o. It's probably the best non full house hand you have to call here (even better than AT).

Doesn't he show up with JT+/88/J9 on river? That was my assumption.

There is one other possibilities, this player ended up being extremely tight, so sometimes someone like this will play JJ+ this way.

Of course he will, but calling flop and turn and then folding river when you block some str8's is burning money.
Fold your overpairs, T9o is a call.
(this is a typical example of those awful redlines that go down like a wall, although that discussion is to be brought to the surface here.).
