As a beginner to the great game of PLO consider that position is even more important than in Holdem. Your frequency for calling hands in the SB should be less around 2,5%. Imo you are doing nothing wrong with just removing a call from SB preflop. Either raise or fold as you are ending up playing OOP every single time.

3-bet pre
I would bet or check-raise the flop. Hand is quite strong but has few back-end nuttiness, the light/static board either will be stabbed at frequently or you have plenty of Turn FE with 2barrel. Against a reraise you do fine in an allin against the bare nutstraight with your 2 redraws.
