UTG had been fairly active open raising so I decided to 3bet with A blocker. CO had recently come on table. No reads.
I thought this flop is sort of good for me. Also blocking 66 but should I still fold versus this raise? Just felt so unlikely for player cold calling 3bet to have 3.
Easy fold. That is not a bluff often enough.
Without reads I´d fold too. Otherwise it is highly player-depandant since static paired flops are heavily frequency-driven.
But usually a bluffraise would not be a pot-sized shove.

What if flop has flush draw? Still folding as default?

At the first I´d say yes fold too. To not bombard you with naked personal assumptions I just checked some numbers with PPT:
As we said on the dry board we don´t have sufficient Equity (around 22%) so it´s a clear fold. To make a call we need 33%, close to half of a part of a 20% range that ships (:6x: :6x:, :3x:, 
:Kx:+, fd´s) could be flushdraws so it depends if villain
1. shoves 
:Qx:, maybe even 
:Jx:. If he does not
2. how many of his flushdraws he is willing to ship?
If he ships any pair 
:7x:+flushdraw we can make a slightly +EV-call with around 36% Equity. If the portion is lower which I would say is more likely the case I´d still fold to not gii in spots I am not fammiliar with.
With fd on flop, easy fold.
Problem is that with dry overpair the best case scenario is him semibluffing and you having 40-50% equity. Worst case scenario is 2 outs. Versus his overall range you are so far behind that stacking off is highly -EV.
I can't remember when I have seen big raise on paired flop as a bluff in 3bet pots.

Agree, this is a spot where players usually tend to not overbluff so fold is the default route.
