I think you played the hand fine as you did, flop is std call with nut gutshot + BDFD. Might even want to turn your hand into a bluff otr to get him off a straight as he is basically repping straights+ OTF and turn. Our 99's generally dont do very well at showdown here.

With the combo-draw (flushdraw+gutshot), nut-blocker ( 7♥) and weak SDV this hand is a good bluffing candidate to shove ott. Solver plays a mixed strategy of calling, folding and potting so against an unknown beside shoving I personally would consider playing it cautiously just folding the turn rather than calling reducing variance and reverse implied issues at an initial encounter but we know that all 3 options are fine according to GTO. I think giving up on a paired river is best too. It is hard to fold out trips, straights and villains sets which improved to fullhouses whereas we block his possible drawing hands.

It's about sizing we are facing. If villain raised pot I would fold all day long. If he minraised it would be very tight to fold. Versus half pot raise call seemed fine. 3/4 pot would have felt awkward.

Our hand can also turn extra equity with fair amount of turn cards (5, 7, 8, 9, T and club). On pairing turn villain will fairly often check and perhaps give up some blanks sometimes.
