I believe that call the river is must catch possible bluffs.

4-suited board are never clear. I once read an article where they found out that bet/call is better than bet/fold which is better than check/call.
Bet because you get a call by worse hands which may check behind. Call because theyy bluffraise often enough to justify it.
With twopair it really looks weak to bet/fold. Well it doesn't matter how strong your hands is if you get raised as it's almost never a worse hand which has showdown value. Either it's a flush or total air.

With check/call you will get some bluffs and a lot valuebets but no bets from pairs so it's slightly worse.
