The fact that his betsizing doesn't change makes me more inclined to think that he's a bad nit, still betting for value with whatever he c/r'd the flop with, rather then blockbetting his way to showdown.

Without knowing what he considers worth betting for 3 streets, i'd just call him down given the cheap price, to see what he's doing that with, expecting to be behind a set more often than not. Some bad players still c/r TPxK on the flop so it's okay, i just wouldn't think that that nit is one of them until i get proof.

Vs passive nit you can likely just fold it on flop, he will very often show you a set here.
