If you think KQs is ahead , reraise it. If he is there with trash, he folds. When you call and he hits his 2pair or something - it is bad for you. also if he doesn´t hit, you can´t get any more value from him.
Flop: You have there top pair second kicker - usually I take pot control line or fold. You may call his 3bet I think.
Turn: bet/fold is better - A is a scarecard for you, and maybe for your opponent also.

BU is middlestack, I´d 3-bet pf to get initiative, he´d likely call with worse hands and you don´t mind even if he folds
lead out/3-bet is fine on teh flop, but raise to 6$, then you can shove at any turn card
shoving turn imo is better than c/c, since you´re not folding river, getting too good odds to call.

Hero is the midstack...

3bet pf to $2.40 if you think hes stealing. If he shoves you can fold if hes not a complete idiot since too many hands beat you. Usually stealers fold to tight players who re-steal though.
When you hit TPgK with midstack (or vs midstack) in a 3bet pot then you must try and get him all-in imo because we dont want him to suck out with his A or some draw.
If you just call pf you can lose a lot more than if you 3bet by simply not knowing what you are up against. And playing for flush/straight oop is very hard.
