Do you recommend for beginners to try and steal blinds at CO/BU/SB with random cards, because its really annoying that everyone is doing it and the SHC doesnt allow it, also should you try re-raising someone who is clearly trying to blind steal if you are at BB/SB? thanks

absolutely not with random cards, even if you try Blind Steal you must at least have a playable hand, incase anyone call you.

they have a guide about blind & reraise steal, you should read it.

I would advise you to wait until you have access to the more advanced articles (on steals / re-steals and continuation bets) until you start loosening up your raising range from late position.
Especially steals with any two cards are not profitable in the long run. In the low limit standard ABC play is enough - once you start moving up and have access to advanced content you can start integrating advanced principles into your game.
