Villain showed strength preflop, and more with the check/raise despite the wet board. Without a read, is this an easy fold?

without any stats or notes, it's difficult too know what to do on this flop.
Maybe he has flush draw and it's better to call .
His very small raise preflop could be sign of strength.
If he's a loose player, easy call.
Else,fold.

I think you can fold there, players tend to have a lot of times overpair and you basically only beat there TT and some flushdraws
