Preflop: Hero is BB with J♦, 8♦
3 folds, BU raises, SB folds, Hero calls.

40% EQ vs ORC
Flop: (4.50 SB) K♦, 6♠, J♥ (2 players)
Hero checks, BU bets, Hero raises, BU calls.

60% EQ vs ORC
A1: Check/Call?
-worse hands unlikely to call
--seemingly low wts
--2 high cards
Turn: (4.25 BB) 3♥ (2 players)
Hero bets, BU folds, Hero gets uncalled bet back.

Final Pot: 4.25 BB
"On dry boards against opponents with a low Went to Showdown value, it is rather improbable to be called down to the showdown with worse hands, while holding middle or bottom pair."

So should this have been a Check/Call on the flop? If so, what would I do on the turn?

standard.
In BB steal situation, I always c/r flop when I like it (draw and middle pair+).

This is no good board for a check/call so check/raise is totally fine here. He often has a draw here and if he doesn't he won't bet the turn anyway.

The wts isn't very reliable here either. With a very low w$sd along with a low wts indicates, that he just had a lot bad hands.
