1) The board isn't that dry so it doesn't qulify to me as wa/wb. He will also call a lot worse hands down which is one point why raising in a wa/wb is often worse.
So the only question for me is whether we can raise the turn for value or not. I think he will 3-bet any better hand here. He will calldown a lot worse but will he 3-bet enough worse hands? That's really close and as the 2 is no scare card he may not rebluff too often nor will he 3-bet with worse hands for value as you won't semibluff here often enough. So the 66% rule should apply here so a calldown is best. (Did I wrote that too complicated? :))

2) That's more wa/wb because the board is dry and he may fold too many worse hands. His range is much stronger as well.

This range is slightly looser than a PS.com range but even with more hands in it I think the best we can do here is to calldown. For a raise we never get enough equity and it's wa/wb. Foor a fold we have too much equity (we need around 30% against a 3-bet so we need even less against a cap).
