You can just call pre, since you're in position.

Hi,

He probably has a middling pocket pair like 99 and is somehow obsessed by protection on that nothing flop.

If you were deeper you might repop that because all in all it's weakness, he should just check to you with whatever he has. But given that he committed himself in the process there is nothing you can do but fold imo.
