Any particular reason for the overbet on the flop? Was it to scare away better draws?

A draw needs 37% equity to call which he surely haves if he holds at least one overcard. Also I don't think you can scare away top pair/overpair since the over bet screams of a draw so blatantly. If he got no piece of this flop he's folding anyways to a normal 60% of the pot bet.

Am I missing something?
