This is bad, fold to his 3bet.
Villain is passive, has an extremely tight raising range, and the absolute nuts as his 3bet range. Against this type of villain, I might even fold Kings.
Edit: Ignore the above advice, I thought I saw a 1.6% 3bet.

~8% 3bet over 400h is too big for him to just have QQ+/AK in that spot, so i'm fine with the 4bet.
Postflop if you think he can fold JJ-33 shoving isn't bad, but check/folding is fine too if you're not sure what to expect from him.
