he is not even fullstack and his range is wider than QTxx , he can have flush draws, 2pairs or other crap. I'm potting turn , c/f is way too weak imho.
I think betting the turn is mandatory. If I check then I'm c/calling, his range is wide enough and he won't continue most bluffs on blank rivers if the board doesn't pair.
Don't slow down on turn on such a great board! C-bet flop-check turn is usually seen as weak, I think he used the opportunity to take down the pot. Even if he hit his gutshot, mark him as 'donkey' and play accordingly in the future 
And even then you have outs to make quads/full house. That's why PLO is awesome
