call seems a little better than shove, but only you know the results from last hand, if he shoved river for value or bluff.
if he can raise river light, then shove seems better.

His minraise on river looks very strong but if hes a bluffer and you have such a strong and disguised hand I would 3bet here too.
TT/JJ should raise flop because its way too drawy, and would prob raise pf if hes aggro.

I would just call this.
If he's bluffing you wouldn't get any value even though he gets very good odds - but if you just call you see what he's doublefloating you with which could be very useful information if he does that regularly.
If he's not bluffing you have to ask yourself what he's raising for value that you beat?
87, Q8, JT, 9x? Did he slowplay QQ+ preflop?
Would he raise QQ at the river?

Since he is still somewhat unknown I would assume he would call JT and QQ+ (if he happens to have it) at the river.

With the other hands he could raise if you expect him to be a bit spewy.
Bt since now you didn't see much of him, he could very well be a fish that just hit in the 74s hand, hit vs your opponent and hit now.
Even though it seems unlikely; you're playing vs tons of fishes, once in a while one will go on a heater and hit some hands in a row.

And in the end by not raising you could be losing some value, but it's definitely not much because he definitely has some hands in his range that beat yours and it's still questionable how much hands he has in his range that you beat.
