In Raise size on the third page

"3. If exactly one raise has been made so far and the SHC shows Raise / Reraise, then raise by three times the opposing raise."

So if the blind is 0.10. And the opponent raises to 0.40. Does that mean you re-raise to 1.00 or to 1.30?

On the third page of Short Stack Strategy - Preflop Game, in Reacting to a raise behind you, they tell you when to go all-in after a re-raise behind you. But what to do if you don't go all-in? Call or fold?

Everything else is in my head now xD

3 * the original raise = 3 * 0,4$ = 1,2$
