Can you earn strategy points playing in a poker room other than the one that you get your starting capital in?
i.e. do i earn strategy points from playing on pokerstars even though my starting capital was with full tilt?

YES, as long as you use PokerStrategys "bonus/marketing codes" when creating your account with that poker site.
