I think, CB is ok with ovc and gutshot, turn is a check/fold.

On the river, i wonder if i'd better value bet against 2pairs and better or check/raise and stack off a 9 and maybe a get a barrel of bluff off him (i'm not condfident he is ever bluffing on this river given his line though)

villian unknown? I wouldnot cbet this flop. It suited well to deafult calling 3b range.
River dependant on his range. I think bet is better.

He's oftentimes going to call your bet (in which case you're generally in bad shape) and i think in this case your overcards are actually bad because if you hit an A or a K you're going to valuetown yourself a lot.
