you can fold or shove but never ever call.
CO is soooo small that a7 should be a favourite against his ATC shove.
its a littly bit risky to shove because of BB but even if BB has KK you still have 30% equity against his hand.
you cant just call, because bb might shove or call and then you hve a very big problem
you cant 3bet because you are comitted if you do. so its simply shove or fold here.
i prefere to shove so because its only BB behind me and here im favourite against CO range and a good chacne to build a big stack
