I tried a free SD raise, and then did not fold, because he was short stack and people often play like a maniac then.

1) Then don't raise him and just calldown because he often has overcards here or a better pair. Or fold to a 3-bet. (But I play this way too if I see his short stack too late. ;))

2) The pot is really small so I don't like to invest 2BB to win 3BB. Maybe a flopraise is better here with a turnbet for a freesd. If you call I think you can fold the turn here because he won't fold a 6 here with 39 wts especially because the 8 is a bad scare card.
