I don't normally see people playing their draws this way so I would say his range is polarised between air and slowplayed or turned Sets or KJ deciding to protect turn. I lay it down turn.

Oh, I bet $0.7 on flop and $1.5 turn

As played I somewhat disagree with the polarized turn range for a simple reason, the Tc turn is a very connected card that opens up a whole bunch of combo hands possibilities that people like to get aggressive with just because it looks invulnerable. If there is any chance he's one of those players and given all the money already in the pot, I think it's fine to go broke in that spot since we're ahead of those hands.
