its the bubble. the short stack is 3x from the CO. his range should be very tight here and he should rarely fold.
you need a strong hand to do anything here. depends on his stats and your reads to what our range is.

If this spot was changed dramatically, whereas... say Co was a competent reg and SB was a shortstack who'd folded preflop (with lets say 700 chips).. then we can resteal. As it stands however I don't see CO showing up with a worse hand very often nor do I see him folding to our shove at all ever.
