Bu reg 21/18/5/22/7.5k hands.
Bet flop smaller and on turn i am not any more so sure about bet, cause against what i bet??? I dont see rly many hands. So bet small fold? or is it too weak?

I don't know.
I would expect most regs to 4bet QQ+ pre, so his value range on the turn is rather narrow - basically 99 only if that assumption is correct.
On balance, I play it the same way

I cbet $16-$17, and I'm also definitely bet/calling the turn.

As Tim said his valuerange is narrow and sometimes he even shows up with QJ, KQ or AQ so we're ahead of/splitting with a decent part of his range.

Btw: You have to consider this is the exact type of board you're looking for to get value on by 3betting with AQ: not scaring other Qx and still allowing some draws like JT that will give you value.
