when an oppononent in front of you does a miniraise (2BB) at the low limits, and you are playing SSS, do you consider this as an acutual raise or as a simple call, when considering to raise, reraise or fold?

Hi Floating!

It's considered as a raise. In case your opponent is minraising every hand you can also consider it as a simple call. But in general a minraise is considered as a raise.

Good luck at the tables!
