Hero checks, UTG bets $0.19, Hero calls $0.19.

Was I right to check flop should I've checked raised?

I think call on the flop is bad, because you don't have many outs - 3 outs for straight and you can add probalby 2 outs for overcards.
Better would be cbet to extract money from draws. But your hand is not big and you don't want big pots with it, so check fold is good idea also.
You can win from this fish when you hit something.

Hi,

Agreed, c-betting beats check/calling, this guy is loose enough that even on such a drawy board he'll have whiffed cards sometimes, and if he doesn't you still have solutions on later streets even out of position: he might not bet when checked to, or you might improve to top pair/a redraw.
