I guess if you decided to flat pre you can continue trying to keep the pot small and just call his CB and see if he gives up on the turn or if you hit your gutshot.
In general 4x from utg is not AA,KK might be QQ but most of the times it is AK/AQ and JJ/TT maybe 99. Against this range I think you can't fold on the flop however if you do raise it is hard to get action from hands that you actually beat and even if you are ahead his hand will have lots of equity against you I think.
So I think it is best to just call and re-evaluate on the turn.
And BTW I like your flat preflop. I think it is the best line given his 4x pre.

raise/fold flop or call/evaluate turn..... why is one better then other?
he raises utg ... his range is so tight ... htat there is no value in a raise
only weaker hand chould be AT ... and if he is good .. he folds against a raise
