Hi,

preflop: You have to call 1,10$ to win 28$ so it's fine if you think you can stack him every time you hit your set.
flop: check is fine.
turn: raise his 1/3 blockbet to 7,5-8$
river: shove yourself

As played: Call river is fine, although villain can have JJ, KK, KJ quite easily.
If he happens to have these hands, it's just a cooler. BUT I expect him to have AK quite often. => nh.

What did he have?

I would likely raise turn and shove river for value
As played: you likely can´t fold since he might take the same line with AK
