I think flop and turn are actually ok to bet.
You can expect him to call a lot of worse hands like PPs and FDs on the flop.
On the turn he probably folds a lot of FDs, but he will still call some PPs and you are also not too unhappy about him folding the FDs because you prevent him from getting freecards.

However, once we determined that his turncallingrange is mostly PPs and rarely FDs I'd check on the river with the plan of check/folding.
Imo he will not call another bet with most pocket pairs, but he will check back most of them.
At the same time his bluffingrange is very small, if not non-existent.

So neither betting nor c/calling are good options (obv c/raising isn't either), so c/folding is the best.

Btw if you have some reads that he calls down insanely light betting the river for value might still not be a good play, but it would probably also not be superspewy either.

In case there were no draws it depends a bit on the opponent.
The problem is that there are quite a few Kx hands in his range, since you're >200BB deep with him he can easily call in position with a very wide range.

But since he's so passive and has a really high WTSD I'd probably still bet the turn to get some value from worse pocket pairs.
Imo it's pretty unlikely he's floating the flop with air with the plan of bluffing, so I rather get another street of value on the turn before some kind of broadwaycard scares him.
The plan is to bet the turn and check/fold the river.
It seems to suck at first that we rely on him checking behind the river, but imo given his stats he will do so with every hand we beat.
Once he bets he simply has a full house >95% of the time.
